About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) have issued an Invitation for Bid (IFB) seeking qualified vendors to provide Skid Steer Loaders for state transportation operations. The procurement covers three categories of skid steer loaders based on rated operating capacity: 1,750-2,200 lbs, 2,201-2,700 lbs, and 2,701+ lbs, with both wheeled and tracked models. Each base unit must include standard features such as an open cab, electro-hydraulic controls, cold weather starting package, auxiliary hydraulics, manual attachment coupler, and a standard construction bucket. Vendors must be registered on the MissouriBUYS procurement system and can submit optional accessories like cabs, high-flow hydraulics, telematics, backup cameras, and ride control. The bid period runs from June 28, 2019, to July 26, 2019, with bids due by 3:00 PM CDT on July 26. The initial contract period will run from the award date until July 31, 2020, with MoDOT having the option to extend the contract for up to three additional one-year periods. Evaluation will be conducted using a 100-point scale, with 50 points for base and options costs, 30 points for warranty coverage and unit features, 10 points for parts and service dealer locations, 5 points for delivery timeline, and 5 points for other response information.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-disabled veteran enterprise (SDV/E) participation is also welcomed. The procurement allows for multiple awards across MoDOT's seven districts, with individual districts having discretion in selecting the most appropriate equipment. While no specific budget range is explicitly stated, the bid allows for cooperative purchasing by other Missouri political entities and includes provisions for equipment trade-ins and refurbishments to be negotiated between districts and vendors. Payment terms are set at Net 45 days, with delivery specified as Free On Board (FOB) destination. Vendors are required to provide technical support during normal business hours and supply operator training within 30 days of delivery. The contract will be awarded to the lowest and best bidder(s) meeting the specifications and requirements, with no single vendor guaranteed to receive all items.
