About this opportunity
The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) have issued an Invitation for Bid (IFB) soliciting qualified vendors to provide Skid Steer Loaders for their operational needs. The procurement covers three specific categories of skid steer loaders based on rated operating capacity: 1,750-2,200 lbs, 2,201-2,700 lbs, and 2,701+ lbs, with both wheeled and track models being acceptable. Required specifications include open cab configurations, electro-hydraulic/pilot controls, cold weather starting packages, standard flow auxiliary hydraulics, and manual attachment couplers. The bid solicitation period runs from June 12, 2017 to June 27, 2017, with bids due by 3:00 PM CDT, and the initial contract period extending from the award date through May 31, 2018. MoDOT reserves the right to extend the contract for up to three additional one-year periods. Evaluation criteria for vendor selection will be comprehensive, including base and options costs (50 points), warranty coverage and unit features (30 points), location of parts and service dealers (10 points), delivery timeline (5 points), and other response information (5 points).
The solicitation encourages participation from minority and women-owned business enterprises, with specific goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation through subcontractors, suppliers, or joint ventures. Vendors must be registered in the MissouriBUYS procurement system to participate and can submit bids electronically or via hard copy. The contract will be awarded on a multiple-award basis, meaning no single vendor will be awarded all items, and individual MoDOT districts will have discretion in selecting vendors. Payment terms are set at Net 45 days, with pricing to be FOB destination and including all packing, handling, and shipping charges. While no specific budget range is explicitly stated, the solicitation allows for equipment trade-ins and refurbishments to be negotiated between districts and vendors. Cooperative purchasing is permitted for Missouri counties, cities, and other political entities, and there is a provision for liquidated damages of $100 per day per item for late deliveries.
