About this opportunity
The Central Florida Tourism Oversight District (the "District") is seeking vendors to provide a skid-mounted centrifuge dewatering system and a dewatering equipment operator to process the current and future daily production of thickened waste activated sludge (TWAS) at the District's 20 million gallon per day Water Resource Recovery Facility (WRRF). The scope includes the full skid-mounted centrifuge system with all necessary components, such as connection hoses, electrical cable, polymer mixing and pumping system, polymer day tank, centrifuge dewatering unit, screw auger conveyor system, and centrate pump. The skid-mounted centrifuge system and operations must be capable of producing dewatered solids with a minimum solids concentration of 16.5% to meet the WRRF's disposal requirements. A mandatory site visit is scheduled for August 20, 2024 at 9:00 A.M. Vendors must register on the District's PlanetBids portal to submit questions and bids electronically.
The District has bid preferences for local vendors, veteran small businesses, and opportunity zone businesses on most solicitations. The District will provide the feed solids, reclaimed water, electricity, polymer, trailers, centrate auto sampler, and centrate discharge point. The project also requires monthly management and maintenance of the unit. While the District has not disclosed an incumbent vendor or budget range, the procurement aims to leverage the District's existing infrastructure and technology at the WRRF to meet its current and future TWAS processing needs.

The Central Florida Tourism Oversight District (District) owns a 20 million gallon per day (MGD) annual average daily flow (AADF) Water Resource Recovery Facility (WRRF) which is operated by Reedy Creek Energy Services (RCES). The existing WRRF biosolids handling facilities consist of sludge thickening, storage, dewatering and conveyance systems
The WRRF currently produces about 35,000 gallons of TWAS daily, and this production fluctuates depending on the treatment process requirements. Future development is anticipated for the WRRF's service area, and the TWAS production may increase relative to this anticipated growth. The skid-mounted centrifuge dewatering system and operations must be capable of processing the current and future daily TWAS production and produce dewatered solids with a minimum solids concentration of 16.5% to meet the WRRF's disposal requirements. The scope shall include the skid-mounted centrifuge dewatering system and a dewatering equipment operator. The skid-mounted centrifuge system shall consist of all the necessary components and include but not limited to the following: connection hoses, electrical cable, polymer mixing and pumping system, polymer day tank, centrifuge dewatering unit, screw auger conveyor system that conveys dewatered cake to trailers, means to swap trailers, and centrate pump. The District shall provide feed solids, reclaimed water, electricity, polymer, trailers, centrate auto sampler, and centrate discharge point. The project also requires monthly management and maintenance of the unit.
