About this opportunity

Skagit Transit is requesting bids on the Maintenance, Operations and Administration Facility Phases 2 & 3, a 70,000-square-foot build-out project at 11784 Bay Ridge Drive, Burlington, Washington, with bids due November 6, 2026 at 2:00 p.m. Pacific Time and pre-bid/site walks scheduled for September 30 and October 7. The project is partially funded by the Federal Transit Administration and subject to FTA compliance requirements including Buy America certifications and prevailing wage and apprenticeship mandates — a key qualification filter.

The scope encompasses high-bay vehicle maintenance shops, administrative offices, a new bus wash facility with fuel island, site utilities, asphalt paving, and stormwater management systems across three phases: Preconstruction, Building A Remodel Phase 2 (exterior and interior selective demolition and new construction), and Building B Bus Wash Facility and Site Work Phase 3. Work begins with Notice to Proceed Phase 1 on December 4, 2026, with Substantial Completion targeted for September 2028 and Final Acceptance in February 2029.

Bidders must submit a 5% bid guarantee and meet mandatory responsibility criteria including valid contractor licensing, current Unified Business Identifier, SAM.gov registration without active exclusions, and compliance with prevailing wage requirements. The apprenticeship utilization requirement is 15% of total labor hours performed by registered apprentices, with a $25,000 incentive for exceeding this threshold and potential penalties for non-compliance. Supplemental responsibility criteria include demonstrated experience with similar-scope projects of at least $15 million, preconstruction services with digital coordination technology, contractor-provided design experience, occupied facility renovation experience, and operations or fleet facility experience. Subcontractor lists must be provided for mechanical, electrical, plumbing, elevator, structural steel, and rebar installation trades. Washington State Sales Tax at 8.6% is calculated separately and excluded from bid amounts. Questions are due October 23, 2026. Notice of Intent to Award is anticipated November 12, 2026, with Notice to Award on November 20. No DBE/SBE contract goal has been established, though diverse business participation is encouraged.
