About this opportunity
The Maine Department of Transportation is soliciting bids for six trailer-mounted solar-powered changeable message boards with bids due February 11, 2008. A 5% in-state preference applies in cases of tied bids.
The scope includes all-LED displays capable of presenting three lines of 18-inch-high alphanumeric text and graphics/animations with a display matrix of approximately 132 inches by 72 inches. Each unit must be self-contained with an on-board computer, multiple alphanumeric fonts, powder-coat paint system, and hydraulic-style trailer. The manufacturer must deliver to MaineDOT's Fleet Service facility in Augusta, Maine, and conduct testing at the Department's Fairfield facility with at least two weeks' advance notice and written test reports.
Deliverables include sign-related testing, up to 20 hours of classroom training, spare parts, control software, 12 months of technical assistance, and warranty coverage. The manufacturer must demonstrate NTCIP 1203 compliance certification and provide references from five or more transportation agencies with similar installations operating at least six months. Financial stability must be demonstrated through a Dunn & Bradstreet report.
Compensation is on a lump-sum basis, with the accepted price constituting full compensation for all deliverables, documentation, software, spare parts, training, and one year of technical support. All transportation charges, including freight, must be prepaid and included in the bid price. The manufacturer must maintain parts inventory within Maine with 95 percent availability within 48 hours of order and provide telephone support at least eight hours daily on workdays, plus on-site support during installation of the first unit and phone support for the installation contractor and operations staff throughout the one-year support period. Bidders must submit bids electronically by the specified opening time; late submissions will not be considered. The state reserves the right to reject any or all bids and award based on best value to responsible bidders.
