About this opportunity

The City of Beaumont is requesting bids for a six-month contract to supply approximately 750 tons of Hot-Mix Asphaltic Concrete in three grades (TY-B, TY-D, and TY-F) to the Department of Public Works, with bids due September 3, 2026 at 2:00 p.m. (CT) and questions due August 24, 2026 at 10:00 a.m. (CT). Local vendor preference applies to Beaumont-based businesses within specified price differentials.

All asphaltic concrete must conform to Texas Department of Transportation Standard Specifications Item 341 with PG64-22 asphalt binder; recycled asphalt shingles and crushed concrete are prohibited. Vendors must be located within the Golden Triangle of Southeast Texas. Bids may be submitted for plant pick-up (F.O.B. plant) or delivered material (F.O.B. jobsite). Testing at the contractor's expense will verify asphalt content compliance using solvent extraction methods with associated pay factors based on deviation from the approved Job Mix Formula. Estimated quantities are 75 tons TY-B, 200 tons TY-D, and 100 tons TY-F; the City guarantees no minimum or maximum quantities and requires 48-hour advance notice for delivery scheduling.

The contract is effective for six months beginning within thirty days following award, with options for two additional six-month renewal terms at the same quoted prices. Pricing must remain firm for the initial six-month period with no increases permitted for renewal periods. The City will award to one contractor only and reserves the right to reject any or all bids. Bidders must provide company structure, years in operation, gross revenues, contract history, equipment lists, and three references. Required insurance includes Commercial General Liability ($500,000 per occurrence), Commercial Automobile Liability ($500,000), and Workers' Compensation, with the City named as additional insured. Compliance with HB 1295 and HB 89 certifications and conflict of interest questionnaires is required. Submissions are made through the City's e-bids platform.
