About this opportunity

Bethel School District #52 in Eugene, Oregon is requesting bids on a site improvement project to construct a new 10,500 square-foot transportation and nutrition services facility, with sealed bids due October 20, 2026 at 1:00 p.m. and a mandatory site tour on September 10, 2026 at 1:00 p.m.

All contractors and subcontractors must be registered with the Oregon Construction Contractors Board at the time of bidding. Prevailing wage rates apply. Bidders must certify compliance with Oregon tax laws, provide evidence of an employee drug testing program, and affirm non-discrimination practices in subcontractor selection.

The scope comprises construction of a pre-engineered metal building with interior bus maintenance bays, warehouse space, restrooms, employee lounge, and walk-in freezers; and sitework including a surface parking area, refueling area, bus wash canopy, and an elevated stormwater garden deck. The project includes all labor, materials, and equipment necessary for construction.

Substantial completion is required by October 1, 2027. The contract is awarded to the lowest responsive and responsible bidder. Monthly progress payments will be made within 30 days of architect approval with 5% retainage until substantial completion. Bidders must submit a bid bond or acceptable security equal to 10% of the total bid; the successful bidder must provide performance and payment bonds at 100% of the contract sum and proof of insurance within five days of award.

Questions and substitution requests are due September 24, 2026, with a final addendum issued no later than October 10, 2026. First-tier subcontractor disclosures must be submitted within two working hours of the bid opening. The District retains the right to reject any or all bids and to defer award for up to 60 days. Disputes proceed to litigation in a court of competent jurisdiction, with the prevailing party recovering reasonable attorney and expert fees.
