About this opportunity
The Florida Department of Environmental Protection (DEP) is seeking to procure Accelerated Certification Training (ACT) and advanced training in Onsite Sewage Treatment and Disposal Systems (OSTDS) through a single-source contract with the Florida Onsite Wastewater Association, Inc. (FOWA). FOWA operates the only hands-on authorized training center in Florida for this subject matter, as recognized by the U.S. Environmental Protection Agency. The contract term is 11 months and requires a minimum of five virtual training sessions followed by two-day hands-on training programs. DEP is also requesting the development and delivery of four new advanced OSTDS courses to be offered three times during the contract period. The estimated contract value is $70,000, to be paid on a unit rate basis. DEP will reserve two-thirds of the training seats for its and the Department of Health's personnel, with the remaining seats available to the public. The Contractor may charge a $20 per hour cancelation fee for no-shows or late cancelations by DEP and Department of Health students. No travel expenses will be reimbursed under this agreement.
As this is a single-source procurement, DEP will post a notice of its intended decision to enter into an agreement with FOWA. There are no set-aside designations or restrictions on the types of organizations that can respond. The incumbent vendor is FOWA, and the existing hands-on training center operated by FOWA is the required technology to be utilized for this contract. The estimated contract value of $70,000 represents the anticipated budget for this procurement.
