About this opportunity
The Florida School for the Deaf and the Blind (FSDB) is seeking to procure a single source contract for NWEA's web-based Measures of Academic Progress (MAP) assessment suite for the 2022-2023 fiscal year. FSDB is looking to acquire the proprietary MAP Growth licensing to support the monitoring, assessment, and achievement of its educational goals, with an estimated not-to-exceed amount of $6,750. NWEA is identified as the sole source provider of the MAP suite, which includes MAP Growth, MAP Accelerator, and MAP Reading Fluency, due to NWEA's exclusive ownership and control over the proprietary scoring, reporting, research database, and content partnerships associated with the assessment. FSDB has cited NWEA's unique expertise, the exclusivity of the MAP Growth assessment's RIT scale, content partnerships, adaptiveness, and reporting capabilities as justification for this single source procurement, as these features are not available from any other source.
This opportunity is limited to NWEA as the sole provider of the required MAP assessment suite. No other vendors or contractors are listed as incumbents or existing service providers. The procurement is for FSDB, which is a state agency, and the contract will be specific to the jurisdiction of St. Johns County, Florida. The total award value is not to exceed $6,750 for the 2022-2023 fiscal year. There are no set-aside designations or restrictions on the type of organization that can respond to this opportunity, as NWEA is the only eligible provider.
