About this opportunity
The Florida School for the Deaf and the Blind (FSDB) is seeking a single source procurement for proprietary software licenses from American Reading Company for fiscal year 2025-2026. The specific procurement involves SchoolPace Connect-Variant 4 and eIRLA/eNIL subscriptions, which are specialized educational software licenses. This non-competitive solicitation is being conducted in St. Johns County, Florida, with a posted date of May 30, 2025, and a submission deadline of June 20, 2025. The procurement is unique because American Reading Company is identified as the sole source provider, with software developed collaboratively with district curriculum and instruction leaders. The company has secured exclusive rights to copyrighted materials and negotiated permissions directly with publishers and content owners. The advertisement allows a fifteen-business-day period for potential vendors to provide information about comparable commodities, though the final procurement decision remains with FSDB.
The procurement is specifically restricted to American Reading Company due to the proprietary nature of their software and copyright protections. No specific set-aside designations for disadvantaged enterprises are mentioned in the documentation. The contract has a not-to-exceed budget of $10,000.00 for the upcoming fiscal year. Reproduction, reuse, or modification of any instructional materials, copyrighted content, or registered trademarks is strictly prohibited without prior written consent from American Reading Company. The software licenses cannot be duplicated or shared on private or third-party platforms, whether for-profit or non-profit. The intended source is American Reading Company, located at 480 Norristown Road in Blue Bell, Pennsylvania. The sole source justification is based on the company's unique development process and exclusive rights to the educational software and associated content.
