About this opportunity
Florida School for the Deaf and the Blind (FSDB) is entering into a single-source contract for Newsela proprietary software licenses covering a three-year term (fiscal years 2026–2029), with the notice of intended decision posted June 10, 2026 and closing July 1, 2026. This is not a competitive solicitation; the single-source justification rests on Newsela's exclusive ownership of its instructional content platform, which aggregates content partnerships with the Associated Press, the Washington Post, National Geographic, Scientific American, and the Smithsonian Institution—a collection of content partners and differentiated reading levels not replicated by competing education SaaS offerings.
The scope covers four Newsela products: All Access PD Pass, ELA, Science, Social Studies, and Writing. The platform includes embedded formative assessments and customizable close reading tools. The intended source is Newsela, 169 Madison Avenue, Suite 2770, New York, New York 10016.
The estimated not-to-exceed contract value is $37,000 over the three-year term. The procurement is subject to Florida Statutes 287.057(3)(c) and 120.57(3) and Florida Administrative Code Rule 60A-1.045. Prospective vendors may submit information regarding their ability to supply the requested commodities during the advertising period by contacting Kim Whitwam, Director of Purchasing, at whitwamk@fsdk12.org.
