About this opportunity

The Florida School for the Deaf and the Blind (FSDB) in St. Johns County is issuing a notice of intended decision to enter into a single source contract for the procurement of Florida language arts curriculum materials for grades 3-12 published by HMH Education, effective for fiscal years 2026 through 2031. This is not a competitive solicitation but rather a single source acquisition notice posted pursuant to Florida Statutes 287.057(3) and 120.57(3), and Florida Administrative Code Rule 60A-1.045. The procurement encompasses three commodity categories: educational or reference software, reading books and resources, and educational or vocational textbooks, specifically the Read 180 Dedicated Print and Digital complete program materials. Deliverables include software licenses, comprehensive classroom materials, and professional services related to the HMH Education curriculum. The procurement advertisement runs from April 3, 2026 at 4:00 PM through April 24, 2026 at 4:00 PM, providing the statutorily required fifteen business day notice period during which vendors believing they can fulfill this procurement may submit information regarding their capability to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org. The agency retains sole discretion to determine whether to conduct a competitive procurement based on responses received during this advertising period.

HMH Education (Houghton Mifflin Harcourt Publishing Company), located at 14046 Collection Center Drive, Chicago, Illinois 60693, is designated as the intended single source provider due to its exclusive rights to the Read 180 Dedicated Print and Digital complete program materials, including software licenses, classroom materials, and professional services. The justification for single source acquisition specifies that while HMH Education may authorize distributors or resellers, no such intermediary is authorized to sell the full range of products covered by this procurement, and HMH Education remains the sole authorized source for complimentary products and in-service training or other services where specifically agreed with the district or state. There are no stated set-aside designations or restrictions limiting the types of organizations that may respond to this procurement. HMH Education confirms that school, district, and state customers in the United States will receive catalog wholesale school pricing effective at the time of purchase. The estimated dollar amount not-to-exceed for this contract is $52,000.00, covering the five-year period from fiscal year 2026 through fiscal year 2031.
