About this opportunity
The Florida School for the Deaf and the Blind (FSDB) has issued a single source procurement notice for proprietary educational materials from AmeriPRESS for fiscal year 2025-2026. This non-competitive solicitation seeks to acquire two specific intervention programs: Foundations for Literacy and Fingerspelling Our Way to Reading, both designed exclusively for preschool and kindergarten-aged children who are deaf or hard of hearing. The programs are evidence-based interventional materials that will be implemented daily, with Foundations for Literacy requiring one hour per day and Fingerspelling Our Way to Reading requiring 30 minutes per day. Key learning objectives include developing vocabulary, narrative skills, alphabetic knowledge, phonological awareness, and reading capabilities through multi-sensory, age-appropriate activities. The procurement covers materials that target specific educational interventions, with a documented national study supporting the effectiveness of these programs for deaf and hard of hearing children. The solicitation will be open from May 16, 2025, at 1:00 PM to June 9, 2025, at 1:00 PM, inviting potential vendors to provide information during this fifteen business day period.
This single source procurement is specifically targeting AmeriPRESS as the sole provider, with no competitive bidding process and no alternative sources available for these specialized materials. The procurement is limited to St. Johns County within the state of Florida and focuses on a very specific educational intervention approach. The estimated budget for this procurement is not-to-exceed $22,000.00, covering the educational materials for the specified fiscal year. No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the documentation. The sole source justification is based on the unique, proprietary nature of the educational materials, which are exclusively published by AmeriPRESS and specifically designed for deaf and hard of hearing children. The procurement is being conducted under Florida Statutes 287.057(3)(c), 120.57(3), and Rule 60A-1.045, F.A.C., which governs unique or single source procurement processes.
