About this opportunity

The Florida School for the Deaf and the Blind (FSDB) is conducting a single-source procurement for NWEA MAP Growth proprietary licensing to support educational assessment and monitoring for fiscal year 2025-2026. This non-competitive procurement seeks to acquire comprehensive web-based academic progress measurement software with specific technical capabilities, including adaptable assessments, proprietary scoring and reporting systems, and unique content features. The procurement will enable FSDB to utilize MAP Growth's exclusive tools for tracking student performance, including RIT scale measurements, college and career readiness projections, and detailed educational analytics. The solicitation is open from June 5, 2025, to June 26, 2025, with a not-to-exceed budget of $9,500.00. The intended vendor is NWEA, located in Portland, Oregon, which is positioned as the sole provider of this specialized software suite, with unique capabilities such as exclusive content partnerships, comprehensive accessibility features, and advanced reporting mechanisms.

The procurement appears to be unrestricted in terms of set-aside designations, with no specific mention of preferences for disadvantaged business enterprises. NWEA is explicitly presented as the sole source provider, with no indication of alternative vendors or competitive bidding opportunities. The software will integrate with existing educational infrastructure, offering compatibility with assistive technologies like screen readers, refreshable braille devices, and universal design learning principles. Key technical qualifications include WCAG AA compliance, support for multiple math course-specific tests, and immediate test result scoring. The procurement allows for potential vendors to challenge the single-source designation during a fifteen-business-day advertising period by contacting Kim Whitwam, Director of Purchasing. The total procurement value is set at $9,500.00 for the fiscal year 2025-2026, covering licensing for MAP Growth, MAP Accelerator, and MAP Reading Fluency software components.
