About this opportunity
The Confederated Tribes of Siletz Indians is requesting proposals for exterior building repairs to the Siletz Head Start classroom and storage sheds, with proposals due October 28, 2026 at 4:00 p.m. Pacific Time. CTSI is offering Indian Preference under Siletz Tribal Code 2.025, awarding up to 15 points to businesses documenting Indian ownership of 51% or more with corresponding profit distribution and management control.
The scope includes installation of new roofing with 30-pound roofing underlayment and Malarkey Rubberized Asphalt Architectural Roofing shingles with stainless steel components; new aluminum gutters and downspouts with proper drainage; exterior painting of the main building and sheds with Sherwin Williams paint following pressure washing; and replacement of damaged T-1-11 siding. All work must be completed within 45 days of proposal acceptance.
Proposals will be evaluated on a maximum of 100 points across four criteria: Experience and Capability (50 points), Proposal Format and Criteria (5 points), Indian Preference (15 points), and Fees (30 points). Submitters must demonstrate proven experience in roofing, gutter installation, and painting; provide two references; submit resumes of key personnel; disclose conflicts of interest or pending litigation; and certify compliance with equal employment opportunity and non-discrimination regulations.
Proposals must remain valid for 90 days following the submission deadline. The contract term begins upon full execution of the agreement with the selected vendor. Award notice will be provided to all submitters within 10 business days of the award date. Submitters must provide detailed cost breakdowns including all fees, materials, mileage, and other anticipated expenses to justify proposed pricing. CTSI reserves the right to cancel the RFP, reject any proposal, and negotiate minor modifications with the selected awardee.
