About this opportunity
The State of Connecticut Department of Administrative Services (DAS) is soliciting bids through an Invitation to Bid (ITB) process for signs, sign stands, and accessories to supply the Connecticut Department of Transportation (DOT) under solicitation number 25PSX0290. The procurement encompasses a comprehensive range of traffic control and safety products, including fold-up sign stands in aluminum and galvanized steel variants, tripod sign stands, warning flags, day-glow flags, stop/slow paddles, reflective and non-reflective roll-up signs, sign stand storage bags, and related accessories. All deliverables must comply with National Cooperative Highway Research Program (NCHRP) Report 350 Test Level 3 standards and obtain Federal Highway Administration (FHA) approval. Respondents must submit complete documentation on specifications and quality levels of products and provide three references from separate organizations demonstrating fulfillment of past contract obligations and experience delivering similar supplies or services. Contract award will be determined based on pricing, conformity to specifications, past performance, financial responsibility, and delivery terms, with the contract awarded to the lowest responsible qualified respondent. The solicitation was posted on October 22, 2025, with a vendor question and answer period running through October 30, 2025, at 4:30 PM EDT, and a submission deadline of November 17, 2025, at 2:00 PM EST through the CTsource online system. All responses must be submitted electronically; paper bids, telephone, email, and facsimile responses will not be accepted. The contract effective date is December 1, 2025, through November 30, 2028, with potential extension for additional terms up to three years, and delivery is required to the Central Warehouse in Rocky Hill, Connecticut, within seven to ten days of order receipt.
Price preference opportunities are available for qualifying respondents, including a micro-business price preference of up to ten percent upon submission of IRS tax returns or certified public accountant documentation confirming gross revenues not exceeding three million dollars in the most recently completed fiscal year, and a veteran-owned micro-business price preference of fifteen percent upon submission of current certification from the Connecticut State Department of Veteran Affairs. The solicitation replaces prior contract award 20PSX0290 in part or in total. Delivery terms are Free On Board (FOB) Destination with all costs fully prepaid by the contractor, and the State of Connecticut is exempt from federal and state excise, transportation, and sales taxes, which must not be included in bid prices. Contractor pricing for items listed in the Exhibit B Price Schedule shall remain fixed for the first twelve months following the contract effective date, after which price adjustments may be requested during the thirty-day period before each annual anniversary, subject to DAS approval based on Product Price Index documentation; for catalog items, any specified percentage discount remains fixed throughout the contract term. The contractor must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, with the State named as additional insured, and must obtain FHA approval letters for fold-up and tripod sign stands prior to contract performance. No estimated total contract value is specified in the solicitation documents.
