About this opportunity
Floyd County Board of Commissioners is requesting bids for signs for Floyd County Public Works, with bids due October 7, 2021 at 2:00 p.m. The procurement is structured as an all-or-none lump-sum purchase on a 60-day bid acceptance period.
The scope includes aluminum sign blanks in multiple sizes (18" × 18", 18" × 24", 24" × 30", and 6" × 18"), pre-printed sign faces (speed advisory, neighborhood watch, bridge weight limit, and green-faced street name), and 180-degree post cap brackets. All materials must be constructed of 0.080 aluminum. Quantities range from 20 to 500 units per line item. Street name signs are specified as green on both sides. No detailed technical drawings are provided; bidders are to base quotes on industry-standard specifications for commonly manufactured aluminum signs.
Five vendors submitted bids by the deadline: Lightle Products ($26,644.00), Garden State Highway ($32,744.20), Osburn Associates ($35,383.00), Vulcan Inc. ($41,529.60), and Fobbs Quality ($49,545.00). Lightle Enterprises of Ohio, LLC was selected as the winning bidder.
Delivery is FOB to 337 Blacks Bluff Road, Rome, Georgia, with all costs including freight, packing, crating, and unloading included in quoted prices. Net 30 payment terms apply. A Certificate of Liability Insurance of at least $500,000 per occurrence is required within ten calendar days of award notice. No performance or payment bonds are required. Successful bidders must submit original invoices matching purchase order amounts, include shipping tickets with deliveries, and comply with non-discrimination, non-collusion, and drug-free workplace certifications. Payment is issued within 30 days of receipt of correct invoices upon county acceptance of goods meeting specifications. Floyd County is exempt from local, state, and federal taxes; quoted prices represent the maximum and are not subject to increase.
Addenda I and II (issued September 28 and 30, 2021) clarified that signs with "faces" are not metal and that all signs are 0.080 aluminum construction.
