About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, procuring on behalf of the Kentucky State Fair Board (KSFB), is requesting bids for printing and installation of signage and banners at KSFB facilities statewide under RFB 758 2700000147, with bids due October 29, 2026 at 1:30 PM ET. Kentucky resident bidders receive reciprocal preference; qualified bidders including Kentucky Correctional Industries and nonprofit organizations for individuals with severe disabilities receive a preference equal to fifteen to twenty percent of maximum points.

The scope encompasses interior and exterior signage installation throughout Kentucky, including billboard inventory managed through Lamar and Outfront. Signage categories span billboard banners in vinyl (10.5 ft × 22.8 ft to 30 ft 10 in × 10 ft), exterior banners in vinyl and mesh (4 ft × 10 ft to 34 ft × 20 ft), interior banners (24 in × 24 in to 87 ft 2 in × 16 ft 5 in), coroplast and PVC signs, grand format prints (up to 36 ft × 20 ft), vinyl wraps, decals, and other signage products detailed in the bid sheet. The vendor must provide print-ready artwork from the Commonwealth with no design services required. Installation equipment (boom lifts, scissor lifts) is the vendor's responsibility. All installations must comply with federal and state OSHA requirements. The Commonwealth will provide approximately five business days' notice before production, though rush orders and event-date changes may occur. Site visits may be required to coordinate with show decorators and confirm measurements.

The initial contract period runs one year from award, with four optional two-year renewal periods available by written approval of both parties. Awards are made on a best-value basis using ranked scoring: price weighted at 95 points (lowest bidder receives maximum points; others score proportionally) and experience weighted at 5 points. The vendor must demonstrate a minimum of five years in business performing printing and installation services for large facilities; only experience exceeding five years is scored, capped at 20 years. Pricing must remain firm for sixty days following the bid due date and shall not increase during the first twelve months of contract performance. Vendors must register in the Commonwealth's eProcurement system prior to submission (allow 24–48 hours), provide commercial general liability insurance of $1 million per occurrence and $2 million aggregate, and submit a Kentucky Tax Registration Application and required affidavits prior to award. Written questions were due October 15, 2026 at 1:30 PM ET; the Commonwealth's response was issued October 21, 2026. All bids must be submitted electronically; paper bids are non-responsive. Bidders must bid all line items; partial bids render the response non-responsive.
