About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for signage and installation services for Kentucky State Fair Board (KSFB) facilities across Kentucky under RFB 758 2700000147, with bids due October 29, 2026 at 1:30 p.m. ET. A reciprocal preference applies to Kentucky resident bidders as defined by KRS 45A.490-494.

The scope encompasses printing and installation of signage throughout KSFB facilities and billboard inventory, including billboard banners (vinyl, ranging up to 30 ft 10 in × 10 ft), exterior and interior banners (vinyl and speaker mesh in single and double-sided configurations), pop-up and retractable banners, coroplast signs (4mm to 10mm), PVC signs, gatorboard, foam board, corrugated signs, sintra panels, aluminum parking signs, magnetic signs, grand format prints, posters, scrims, tent signs, vinyl wraps, and specialty decals (perforated window film, floor decals, elevator door decals, wall vinyl decals, slip-resistant floor vinyl). Vendors must provide their own installation equipment, including boom lifts and scissor lifts, and coordinate with show decorators and facility staff. Site visits may be required to confirm measurements and installation locations. Artwork will be provided in print-ready files; design services are not included, though rush orders may occur.

The initial contract period is one year from award, with four optional two-year renewal periods available by written approval of all parties. Price increases are not permitted during the first 12 months and may thereafter be requested with industry-wide justification. The contract is awarded on best value methodology: price weighted at 95 points and experience weighted at 5 points. Bidders must have a minimum of five years in business performing printing and installation of signage in large facilities. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate; automobile liability is required if the contractor performs delivery or onsite services. All work must comply with OSHA requirements and accessibility standards under the Rehabilitation Act of 1973. Questions are due October 15, 2026 at 1:30 p.m. ET; Commonwealth responses are provided by October 21. Bidders must be registered in the Commonwealth eProcurement System prior to submission.
