This is a Small Business Priority Set-Aside. Award goes to the lowest responsive and responsible DSBSD-certified small business bidder whose bid does not exceed $100,000 and whose price the agency determines is fair and reasonable. Only if no qualifying small business bids does award go to the lowest responsive and responsible bidder of any size. Exact make-model specifications are required because of equipment compatibility, and equivalent substitutions will not be approved.

The scope is ten rolls of Arlon DPF 2400 XLP (48 inches by 150 feet) and seventeen rolls of Arlon Series 3220 Gloss Overlaminate (54 inches by 150 feet). Bidders must be manufacturers or authorized dealers or distributors, must submit complete product specifications and descriptive literature with their bids, and must supply new, current manufacturer production models. Bids must be submitted electronically through eVA. Fax, email, and physical mail submissions will not be accepted.

The selected supplier must deliver within 30 days of purchase order award to the Pocahontas State Park Logistic Support Center in Chesterfield, Virginia, with 48-hour advance delivery notification. Pricing must be firm and fixed on an FOB destination basis and include all freight and incidental charges. The contractor must carry commercial general liability insurance of $1 million per occurrence and $2 million aggregate, with the Commonwealth named as additional insured. The Commonwealth may test and inspect for conformance and may terminate without penalty on 60 days' written notice. Applicable eVA transaction fees of 1% are capped at $500 for certified small businesses or $1,500 for other businesses and are invoiced separately. Vendors must comply with the Virginia Public Procurement Act, anti-discrimination requirements, drug-free workplace standards, and E-Verify registration for employers with over 50 employees.
