About this opportunity

SUNY Delhi is soliciting proposals for Sign Language Interpreter Services to support a Deaf student in the Residential Construction Program, with proposals due July 10, 2026 and vendor contact required within 15 business days of this notice. This procurement is restricted to New York State business entities certified as Minority or Women Business Enterprises (MWBE) under Article 15-A of the New York State Executive Law, with a 100 percent MWBE contracting goal.

The scope requires interpreter services for approximately 43 hours per week of classes across the Fall 2026 and Spring 2027 semesters (32 total weeks of instruction). Services commence August 23, 2026, for Welcome Week and orientation events. SUNY Delhi prefers a single interpreter for the entire contract but recognizes that multiple interpreters may be necessary to cover the student's schedule. Vendors must provide hourly rates and specify the estimated number of interpreters needed. The institution holds classes on Labor Day, Election Day, Veterans Day, and potentially MLK Day and Presidents Day in Spring 2027; vendors must indicate separate holiday rates. The student's Fall 2026 class schedule is attached and includes courses in construction plans and specifications, light frame construction theory and laboratory, mathematics for applied technology, and OSHA construction safety.

Total pricing should incorporate 43 hours per week multiplied by 32 weeks of instruction, plus any travel, toll, and additional charges. Background check reports are preferred. No sealed bid process will be held. No business enterprises have held an identical or substantially similar contract within the past five years. The procurement is authorized under State Finance Law Section 163(6) and NYS Education Law 355(5)(a).
