About this opportunity

The City of St. Cloud, Florida (Osceola County jurisdiction) has issued an Invitation to Bid (ITB #2026-004) to establish a pool of qualified contractors for sign fabrication and installation services on an as-needed basis. The procurement seeks contractors capable of providing comprehensive sign fabrication, installation, and removal services at multiple locations throughout the city. Qualified bidders must hold all applicable Florida licenses and certifications for sign fabrication work, demonstrate a minimum of five years of continuous experience in commercial, municipal, or transportation-related signage, maintain an established fabrication facility with adequate in-house equipment and tooling, and provide evidence of successfully completing at least ten sign fabrication and installation projects valued at $5,000 or more within the past five years with a minimum of three verifiable references. Contractors must submit pricing proposals that include hourly labor rates for eleven categories (Senior Designer, Junior Designer, Project Manager, Project Engineer, Senior Consultant, Junior Consultant, Administration Staff, Fabrication Rate, Removal Rate, Installation Rate, and Emergency Work Rate) plus percentage markups for materials and other labor costs. The deadline for submitting questions is January 30, 2026 at 5:00 p.m., with proposal submissions due electronically through the City's e-Procurement Portal by February 19, 2026 at 10:00 a.m. Bid opening will occur on February 19, 2026 at 10:00 a.m. via virtual Zoom meeting where bids will be publicly read aloud. No pre-bid conference will be held, and no bid bond or performance bond is required.

There are no specific set-aside designations or restrictions identified for disadvantaged enterprises or minority-owned businesses in this solicitation. No incumbent vendors or current contractors are identified in the procurement documents. The contract will be awarded on an as-needed basis with no predetermined term specified, though the sample agreement template indicates an initial three-year term with options for two additional one-year extensions upon mutual agreement. The estimated project cost is listed as "As-Needed," indicating that specific award values will vary based on individual task authorizations issued by the City. All contractors must comply with Florida's Public Records Law, maintain comprehensive insurance coverage including general liability limits of $1,000,000 per occurrence and $2,000,000 general aggregate with the City designated as additional insured, provide drug-free workplace programs, and complete Level 2 Background Checks for employees accessing City facilities. A one-year warranty period is mandated for all work performed, and payment will be made in accordance with Florida Statute Section 218.70 (Prompt Payment Act).
