About this opportunity
The City of Temple, Texas is requesting bids on sign and traffic control supplies for its Streets Department under ITB 34-03-27, with bids due July 23, 2026 at 10:00 a.m. A 5% local preference applies to bidders with principal places of business within Temple city limits when bids are within 5% of the lowest non-local bid.
The scope covers aluminum blanks, sign poles, traffic buttons, reflective materials, barricade tape, and related items, all manufactured to Texas MUTDC standards and engineering-grade specifications. The City establishes the sole right to determine brand equality for substitutions and reserves the right to purchase from alternative vendors if the awarded vendor cannot meet immediate delivery needs.
The estimated annual contract value is $50,000; however, the City does not guarantee minimum spending and purchases occur on an as-needed basis. The initial contract term runs October 1, 2026 through September 30, 2028, with the City retaining the right to extend for up to three additional one-year periods subject to mutual written agreement and satisfactory vendor performance. Pricing must remain firm for the entire contract period with no increases permitted. All delivery costs to 3210 E Avenue H, Building C, Temple, Texas 76501 must be included in quoted prices. Invoices are due within 30 days of receipt and must be itemized and consistent with the awarded pricing schedule.
Award may be made to the lowest responsible bidder or the bidder offering best value, considering purchase price, bidder reputation, product quality, HUB and nonprofit organization compliance, and long-term cost. When federal funds are utilized, bidders must comply with Davis-Bacon wage requirements and applicable environmental and compliance standards. The City is exempt from Texas Sales Tax and Federal Excise Tax. Questions are due July 12, 2026 at 12:00 p.m. The anticipated award date is October 2026.
