About this opportunity
The City of New York Department of Citywide Administrative Services is issuing a Requirements Contract for labor, materials, and equipment to install, erect, maintain, dismantle, and remove sidewalk sheds and scaffolding at DCAS-managed facilities throughout the five boroughs, with proposals due November 4, 2026.
Bidders must hold a New York City Department of Buildings General Contractor License and Master Riggers License, plus a Master Electrician License for electrical work. The central capability filter is a minimum of $9.9 million in completed sidewalk shed, scaffolding, and netting work over the three years preceding bid opening. Contractors must demonstrate capacity to handle concurrent services at three facilities using their own staff, with subcontracting limited to electrical work. New York State Prevailing Wage requirements apply, and contractors must register with the New York State Department of Labor Contractor and Subcontractor Registry prior to bid submission.
The scope comprises 20 unit price line items covering sidewalk shed and pipe frame scaffolding installation at varying widths and heights, monthly rental services for both systems, and dismantling and removal services. Unit prices include all overhead, profit, tools, equipment, insurance, bonds, licenses, permits, taxes, and transportation. A percentage markup applies to labor and materials for decorative sidewalk sheds and additional requirements work, with maximum allowable markups of 60 percent for labor and 10 percent for materials. Allowances of $500,000 for materials and $240,000 for labor are established for additional requirements work.
The estimated contract value is $9.93 million over an initial term of 1,095 consecutive calendar days from notice to proceed, with one optional renewal period of 1,095 calendar days and a potential extension of 365 calendar days. Upon renewal, all unit prices increase by 9 percent; upon extension, by 5 percent. Liquidated damages range from $120 to $360 per calendar day for failure to meet completion deadlines, scaled by work order value. Work is performed at various DCAS facilities throughout New York City's five boroughs at DCAS's sole discretion.
