About this opportunity
The Texas Commission on Environmental Quality is soliciting proposals for shuttle bus services that transport TCEQ staff between its Austin campus and the Henry B. Gonzalez Convention Center in San Antonio, with questions due November 6, 2026 at 2:00 p.m. Central and responses due November 30, 2026 at 2:00 p.m. Central. A Subcontracting Plan is required of all contractors, and the solicitation provides information on the Veteran Heroes United in Business (VetHUB) program.
Service covers staggered-route transit for the annual Environmental Trade Fair and Conference on May 10–12, 2027 and May 15–17, 2028. The contractor must provide an on-site coordinator, multiple buses with a minimum capacity of 56 passengers each, and professional drivers. The coordinator is required for one half-day on the first event day and full eight-hour days on the second and third days. Contractors must maintain commercial automobile liability insurance of $500,000 per person and $1,500,000 per occurrence, workers' compensation insurance, and commercial general liability insurance. Documentation, including driver's license numbers, vehicle registration information, insurance certificates, and Texas Department of Motor Vehicles verification, is due no later than 30 days before each event.
Pricing must be fully loaded and firm fixed, covering all labor, materials, equipment, and communication costs. A fuel surcharge component is calculated by multiplying the proposed rate by 88 miles, the estimated distance between locations. The contract term runs January 1, 2027 through August 31, 2027, with four optional one-year renewals. Future service periods are identified for 2029, 2030, and 2031.
Responses are scored on a 100-point system: Statement of Qualifications (15 points), Key Personnel Qualifications and Experience (25 points), Technical Approach (35 points), and Price (25 points).
