About this opportunity

The City of Philadelphia Procurement Department is soliciting quotes for shower curtains as a micro-purchase order, with quotes due November 16, 2026 through PHLContracts. Vendors must submit a signed Consent and Authorization Agreement before bid closing, either attached to their PHLContracts profile at registration or included with their first submitted quote, and a quote without it may be deemed non-responsive. Signature requirements vary by entity: corporations require a President or Vice President and a Secretary, Treasurer, or Assistant Treasurer, while limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or authorized signers.

The City will award the order as a whole or by line item, whichever it determines is in its best interest, to the lowest responsive and responsible bidder. Vendors must not deliver materials or provide services until the Department officially notifies them of award and authorizes them to proceed. Quotes remain valid for 60 days from submission. A specification sheet for the shower curtains is attached to the solicitation.

The contract term is 365 days from the effective date, which begins on purchase-order issuance, and the agreement terminates automatically without notice. The FY 2027 terms identify no renewal options. The micro-purchase threshold is $45,000, adjusted annually by the CPI-U. Delivery is FOB Destination Point. Quoted prices must be net of taxes, as the City is exempt from federal excise, federal transportation, and Pennsylvania sales and use taxes. Payment is made by electronic deposit only after delivery, City approval, and invoice submission. Required insurance includes workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence.

A voluntary LGBTQ Applicant Opportunity Data form collects LGBTQ ownership and LGBTBE certification information, including any LGBTBE-certified subcontractors, and the City may use submitted data for other projects and make it publicly available. Procurement questions go to PHLContracts@phila.gov or 215-686-4755.
