About this opportunity

The City of Benson, Arizona, through its Municipal Airport authority in Cochise County, is soliciting proposals for a short-term ground lease of municipal airport property designated for a modular office and crew quarters building to support medical aviation-related business operations (Project #2026-RFP-004). The procurement seeks qualified respondents to lease airport land and construct a modular building incorporating 2-4 private or semi-private sleeping quarters, office workstations, 1-2 bathrooms with showers, a kitchenette, and common areas, with specifications requiring weather-resistant materials, proper HVAC systems, and full ADA compliance. Respondents are responsible for all site plan approvals, building permits, soil testing, water development fees, utilities coordination, and construction completion within two years of lease commencement, with all improvements reverting to the City upon lease expiration or termination. The City has installed 12-inch waterlines and fire hydrants on-site, though respondents must address wastewater disposal through existing septic systems or alternative conveyance designs approved by both the City and Cochise County Health Department. Evaluation of proposals will utilize a 100-point scoring system distributing points across General Quality and Responsiveness (5 points), Capability and Technical Approach (30 points), Experience (25 points), Qualifications of Proposed Team (20 points), Price (15 points), and Professional References (5 points). Critical deadlines include a non-mandatory pre-proposal conference on March 3, 2026, at 10:00 a.m. at Benson Municipal Airport; a question submission deadline of March 9, 2026, at 10:00 a.m.; written responses to questions by March 16, 2026, at 3:00 p.m.; and electronic proposal submission through the City's OpenGov procurement portal by March 20, 2026, at 3:00 p.m. Proposals must remain valid for 60 days following submission and cannot be withdrawn without written consent from the Procurement Director.

No specific set-aside designations or disadvantaged enterprise restrictions are identified in the available procurement documentation. Successful respondents must obtain a City of Benson Business License and maintain Commercial General Liability insurance ($1,000,000 per occurrence, $2,000,000 general aggregate), Commercial Automobile Liability insurance ($1,000,000 combined single limit), and Professional Liability insurance ($1,000,000 per claim, $2,000,000 annual aggregate), with the City named as additional insured on all policies. The lease term will be determined on a case-by-case basis contingent upon the level of capital investment proposed by the respondent. The minimum annual lease rate is $0.22 per square foot, adjusted annually according to the Consumer Price Index, with lease charges assessed for the entire pad area regardless of the actual building footprint. No specific budget allocation or award value range is disclosed in the procurement documents; funding and contract execution remain contingent upon City Manager and City Council approval and available municipal appropriations. The City reserves the right to reject any or all proposals without assigning reason, to waive formalities, to request additional information from respondents under consideration, and to terminate the contract with thirty days' written notice at any time.
