About this opportunity

The City of Napa seeks qualified respondents to provide shopping cart retrieval and return services through a Request for Proposal due by July 19, 2024, at 5:00 pm via electronic submission through the procurement portal at https://procurement.opengelov.com/portal/cityofnapa. This one-year pilot project aims to address citizen complaints regarding abandoned shopping carts on city properties and public rights-of-way by establishing a systematic retrieval and tracking process. The selected contractor must provide weekly shopping cart retrieval services within City of Napa limits in compliance with California Business and Professions Code Section 22435-22435.13, utilizing a minimum of 10 hours per week with an established schedule approved by city staff. Deliverables include retrieving abandoned carts, returning them to owners or the City Corporation Yard, and documenting all activities through the City's GIS-based online service center for data monitoring and collection purposes. The contractor will be required to maintain a valid business license within the City of Napa and provide detailed information regarding business qualifications, relevant experience, proposed staffing, pricing structure (either hourly billing rates or per-cart retrieval basis), and references. Evaluation will be based on a 100-point scale assessing general qualifications, relevant experience, proposed staffing, pricing, responsiveness, and references, with the City reserving the right to select the most advantageous proposal and negotiate with shortlisted respondents.

The RFP documents do not identify specific set-asides or restrictions limiting responses to particular organization types or disadvantaged enterprises. No incumbent contractors or current service providers are identified in the available documentation. The contractor must integrate with the City's existing GIS-based online service center infrastructure for real-time reporting and data tracking of cart retrievals. Specific budget parameters or award values are not stated in the provided materials; instead, compensation will be structured according to the contractor's proposed pricing methodology, whether hourly rates or per-unit retrieval fees. This pilot program is designed to generate data that will inform the City's future decisions regarding expanded programming, shared-cost models, and potential modifications to municipal code provisions governing shopping cart management.
