About this opportunity

The State University of New York at Oswego is seeking bids for the Shineman Center Generator Replacement project (Project No. 100303), with electronic proposals due on July 17, 2025, at 2:00 PM. The procurement involves removing the existing generator and its accessories and installing an owner-furnished generator and day tank, which includes modifications to the exhaust system, exterior louver system, and building management system (BMS). Prospective bidders are required to be registered with the New York State Department of Labor and must submit their registration certificate with the bid. A mandatory walkthrough is scheduled for July 2, 2025, at 10:00 AM at the Shineman Center loading dock, where contractors can fully understand the project parameters. All questions must be submitted in writing to Richard Merritt (richard.merritt@oswego.edu) no later than five business days after the virtual Q&A session. Bidders must obtain contract documents from Plan and Print Systems or e-builder, with a non-refundable $40 deposit required, and all bids must be submitted electronically through the e-builder platform.

The contract includes specific diversity and inclusion goals, with a 17% Minority-Owned Business Enterprise (MBE) sub-contracting goal, a 13% Women-Owned Business Enterprise (WBE) sub-contracting goal, and a 6% Service-Disabled Veteran-Owned Business (SDVOB) contracting goal. Bidders must provide bid security of at least 5% of the total bid amount. The project is open to businesses across all New York State counties, with no specific service-disabled veteran-owned business set-aside. The contract term is 60 days, with all work to be completed within 53 days after the Notice to Proceed. While no specific budget range or award value is explicitly stated, the comprehensive requirements and detailed submission process suggest a significant infrastructure improvement project. No incumbent vendors or existing contractors were identified in the procurement documentation, indicating this is likely a new installation or replacement project for the Shineman Center at SUNY Oswego.
