About this opportunity

The City of Dallas, Georgia is soliciting competitive sealed bids from qualified utility contractors for water line improvements and sewer service connection at Shiloh Church, with bids due July 15, 2026 at 10:00 a.m. at City Hall. Bidders must hold an active utility contractor license in Georgia and be listed on the City of Dallas approved utility contractors list — both are hard eligibility requirements.

The scope includes approximately 440 linear feet of 8-inch water main installation, 70 linear feet of 16-inch steel casing jack and bore for road crossing, an 8-inch fire meter precast vault with complete piping and valves, fire hydrant installation, a 2-inch meter setter and backflow preventer, and approximately 30 linear feet of 6-inch sewer service connection. The bid schedule comprises 21 line items with unit pricing for materials, labor, and equipment. All work must comply with the City of Dallas Standard Specifications for Construction of Water Mains and Sanitary Sewers.

The project is funded by the City of Dallas Downtown Development Authority (Project No. 2026-04). Contractors must commence work within a specified timeframe and achieve substantial completion within 30 consecutive calendar days from Notice to Proceed, with final completion within 60 days. Liquidated damages of $500 per day apply for delays beyond the contract completion date.

Bids exceeding $100,000 require a 5 percent bid bond, 100 percent performance bond, and 100 percent labor and material payment bond from surety companies authorized in Georgia with an A.M. Best rating. All bidders must submit an original signed and notarized Contractor Affidavit demonstrating compliance with the Georgia Illegal Immigration Reform and Enforcement Act of 2011. Award goes to the lowest responsive and responsible bidder; pricing must remain firm for the contract duration. The City reserves the right to reject any or all bids, split awards, or negotiate with the lowest responsive bidder. Questions are due July 10, 2026 to Brandon Rakestraw, Public Works Director.
