About this opportunity

Shenandoah Borough is seeking sealed bids for the Pumpy Revitalization Project located at 932 Pole Road in Ringtown, Pennsylvania, within Schuylkill County. The project involves constructing a recreational pavilion, drilling a pumping well, and installing an accompanying pump and tank. Bids will be received online through the PennBid Program until Monday, December 15, 2025, at 3:00 P.M., with bid results to be publicly announced at 7:00 P.M. the same day. The contract will be awarded to the lowest responsive and responsible bidder, with all bidding documents available at no cost on the PennBid website. Bidders must submit a certified check, bank draft, negotiable US Government Bonds, or a bid bond equal to 10% of the total construction bid. The successful contractor will be required to provide performance and payment bonds each covering 100% of the contract price.

The procurement opportunity includes specific compliance requirements for labor standards and equal employment opportunities. Contractors must pay minimum prevailing wages as outlined in the contract documents and ensure non-discrimination in employment based on race, age, color, religion, sex, ancestry, national origin, or disability. Certified payrolls must be submitted weekly, and contractors must comply with the Pennsylvania Human Relations Act. While no specific set-aside designations for disadvantaged businesses are explicitly mentioned, the project appears to be open to qualified contractors who can meet the technical and compliance requirements. The bid is classified as a public works contract, which may have additional regulatory implications. Although a specific budget range is not provided, the comprehensive nature of the project involving infrastructure development suggests a substantial investment in the Shenandoah Borough's community infrastructure.
