About this opportunity
The Commonwealth of Kentucky's Department of Juvenile Justice, on behalf of the McCracken Regional Juvenile Detention Center located in Johnson County, is soliciting bids through Request for Bid (RFB) 758 2400000191 for the procurement of two identical storage sheds. Each shed must measure 16 feet by 32 feet and include specific security and structural features, including a 36-inch solid door with key lock on the 16-foot side, a 9-foot by 7-foot roll-up door with metal ramp, metal walls, heavy-duty flooring with appropriate joists, and a gable roof with metal covering in sandstone color with greenish roof and trim capable of withstanding 100 mph winds. The sheds must be delivered and leveled on-site at 500 County Park Road, Paducah, Kentucky 42001-9423, and each must include a one-year warranty with no electrical or water hookups required. Evaluation criteria are weighted at 90 points for price, 10 points for delivery/installation time, and pass/fail for warranty, with the lowest bidder receiving maximum points. Bidders must submit responses electronically through the Commonwealth's eProcurement system and must be registered in the Vendor Self Service System at least 24-48 hours prior to submission. Written questions are due by October 25, 2023, at 10:00 AM ET, with bid closing at November 1, 2023, at 1:30 PM ET, and bids must remain valid for a minimum of 60 calendar days after the due date. Pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax.
Kentucky resident bidders receive reciprocal preference equal to the preference given by nonresident bidders' states of origin, and qualified bidders receive additional preferences, including Kentucky Correctional Industries and nonprofits serving individuals with severe disabilities, which receive 20 percent and 15 percent preferences of maximum points respectively. All bidders must complete required affidavits attesting compliance with Kentucky campaign finance laws and other certifications under Kentucky Revised Statutes 45A.110 and 45A.115, with authorized representatives obtaining notarization before submission. The successful vendor must maintain General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide proof of coverage prior to award, and comply with all safety codes and facility security protocols. Past vendor performance may be considered in award determination, and vendors with poor performance records in the preceding 12 months may be deemed non-responsible. The contract will be awarded on a best value basis to a single vendor, with billing directed to the DJJ Fiscal Branch in Frankfort, and no specific budget range or award value is disclosed in the solicitation materials.
