About this opportunity
The City of Milpitas is requesting bids for shatterproof window film and installation services in support of its Storefront Crime Prevention program, with proposals due September 1, 2026 at 12:00 p.m. Pacific Time. The City will pay up to $4,000 per business, with a target population of small businesses with 25 or fewer employees; larger storefronts exceeding this cap require the business to pay awarded vendors directly for additional costs. This work is subject to California prevailing wage requirements under Labor Code sections 1770 et seq.
The scope includes site assessment and measurement, itemized estimates within five business days, professional installation within 15 business days of authorization, removal of old caulk and recaulking per manufacturer specifications, post-installation inspection, and submission of completion packages with photographs and warranty documentation. The window film must be safety/security film with a minimum thickness of 8 millimeters, meet ANSI Z97.1 impact resistance standards, provide minimum 99% UV rejection, maintain at least 70% visible light transmission, and carry a minimum 10-year manufacturer's warranty and 1-year workmanship warranty.
Bidders must hold a current California Contractor's License (D-52) and be licensed resellers for the proposed window film meeting the Scope of Work specifications. All work requires active registration with the California Department of Industrial Relations.
The contract term is one to two years depending on project completion timelines. The program has $100,000 in appropriated one-time funding. Bid pricing must be submitted on a unit cost basis for two line items: window film installation at an estimated 5,000 square feet and caulking removal and replacement at an estimated 9,000 linear feet, with all pricing fully burdened and inclusive of overhead, materials, labor, profit, and sales tax. Questions are due August 13, 2026. No pre-bid conference is scheduled. Local purchasing preference applies, allowing eligible local providers within 10% of the lowest bid to reduce their offer to match. The City reserves the right to award to the lowest responsive and responsible bidder and may make multi-awards at its sole discretion.
