About this opportunity
Bryan Texas Utilities (BTU), the municipally owned electric system of the City of Bryan, is requesting bids for the Shady-East State Highway 6 TxDOT 69kV Crossing Project, a transmission and distribution line replacement, with bids due October 20, 2026, and a mandatory pre-bid meeting and site visit on September 30, 2026, at 9:30 a.m. CST at BTU System Operations Center, 2200 Fountain Avenue, Bryan.
The scope involves removal of approximately 2,000 feet of existing transmission circuit and 2,000 feet of existing distribution circuit, rebuilt on new structures, with various OPGW and communication circuits partially or completely removed and transferred or rebuilt to new structures. The new transmission line will feature a bundled conductor configuration in anticipation of a future upgrade. Contractors must request and coordinate all DigTESS activities. The contractor must perform at least 50% of the work with its own forces and must submit a complete subcontractor list with the bid.
Critical construction milestones include removal of transmission wood structure 1112040 and its supported conductors/cables from the TxDOT right-of-way and stringing of replacement conductors/cables spanning the right-of-way by May 28, 2027, with full demobilization by June 29, 2027. Liquidated damages of $5,000 per day apply for delays past December 24, 2026. Contract completion is required by July 29, 2027, extendable by written agreement.
The contract includes a 20% contingency allowance for extra work and a $20,000 testing allowance. Bidders must submit a proposal guarantee of not less than 5% of the total proposal price. For contracts exceeding $100,000, Performance and Payment Bonds of 100% of the contract price are required. Commercial general liability insurance minimum $5 million per occurrence, business automobile liability minimum $5 million per accident, workers' compensation with Texas statutory limits and employers' liability minimum $1 million per accident, builder's risk equal to completed project value, and pollution legal liability and/or asbestos legal liability minimum $1 million per occurrence are mandatory.
Written questions are due October 13, 2026, at 5:00 p.m. CST. Bid award is anticipated for the week of November 16, 2026. BTU is exempt from federal excise and state sales taxes; taxes must not be included in bids. Successful bidders must register through PaymentWorks for vendor payment processing.
