The scope encompasses full design, preconstruction, construction, and commissioning services for an engineered septic system supporting a 5,200 square foot Pre-Engineered Metal Building housing a full court basketball/multipurpose gymnasium, warming kitchen with commercial hood, two classrooms, one conference room, and ADA-compliant restrooms. The Design-Build firm must assemble a multidisciplinary team to deliver architectural, engineering, permitting, construction, and project management services under a single contract.
Proposals must include a signed signature sheet, plan and methodology documentation, qualifications and experience documentation, and a separately sealed cost proposal. One original and three copies plus digital copies on removable media are due to Rebecca Guthrie, Director of Finance, at the County Administration Building, 20 East Gay Street, Harrisonburg, Virginia 22802.
Evaluation criteria are weighted: specific plans or methodology (45 points), qualifications and experience (30 points), and price (25 points). Interviews are scheduled for October 9, 2026, with Board of Supervisors award consideration on October 14, 2026. Payment occurs upon project completion. Professional liability insurance of at least $1 million per claim and $2 million aggregate, plus performance and labor and material payment bonds equal to 100% of the contract price, are required. Contractors must be authorized to do business in Virginia, comply with Virginia Public Procurement Act requirements, and maintain a drug-free workplace. The County reserves the right to negotiate with the most qualified offeror or to evaluate cost proposals after technical evaluation. Proposal acceptance period is 60 days from submission.
