About this opportunity
The Commonwealth of Massachusetts Office of Grants & Research is soliciting a continuation grant application for the SFY2027 Emerging Adult Reentry Initiative Technical Assistance Provider, with applications due October 9, 2026 at 4:00 PM. This grant is restricted by legislative language to the current nonprofit recipient of the SFY26 EARI Technical Assistance Provider contract, which expires December 31, 2026 — a sole-source continuation eligibility constraint.
The TA Provider will deliver strategic, analytic, technical, and research support to six community reentry program sites across Massachusetts. Key responsibilities include conducting on-site and virtual technical assistance visits to all program locations, ensuring timely quarterly progress reporting, collecting and validating participant data against specified performance metrics, developing a data submission platform, and coordinating an annual legislative report.
The applicant must submit a 12-month operating budget for the same award amount received in SFY26; final award amounts are determined based on available funding, application review, and prior grant performance. Administrative costs cannot exceed 7.5 percent of total allocation, and a minimum of 20 percent of funds must be dedicated to data collection, tracking, and evaluation. Allowable costs include personnel, fringe benefits, contractors and consultants (capped at $650 per eight-hour day or $81.25 per hour without prior waiver), travel within Massachusetts at $0.70 per mile, and supplies. Food and beverages, prizes, gift cards, equipment, vehicles, insurance, and real property are unallowable.
The performance period runs January 1 through December 31, 2027. Tentative award notification is anticipated in November 2026. Applications must be submitted electronically through the online portal with a completed Budget Excel Workbook, Memoranda of Understanding for identified partners, and resumes of key personnel. The Executive Office of Public Safety and Security administers the grant under funding authorized by Chapter 126 of the Massachusetts Acts of 2026.
