About this opportunity
Winston-Salem/Forsyth County Utilities is requesting sealed bids for sewer rehabilitation in the Washington Park Neighborhood (Project FB2748) with bids due September 17, 2026 at 2:00 p.m., and a non-mandatory virtual pre-bid conference on September 1 at 1:30 p.m.
All bidders must hold current North Carolina general contractor licensing under Chapter 87 and possess proper trade licensing at the time of bid opening. A 5% bid bond is required; the awarded contractor must provide 100% performance and payment bonds.
The scope encompasses gravity sewer system rehabilitation through cured-in-place pipe (CIPP) lining, pipe bursting, pipe patching, and open cut point repairs at identified defect locations throughout the Washington Park Neighborhood. Work includes manhole rehabilitation, bypass pumping to maintain sewer service during construction, and full restoration of disturbed areas (pavement, road shoulders, adjacent property). Traffic control, erosion and sedimentation control, utility coordination, and all incidental work necessary to complete the project are included.
Sealed bid proposals must be submitted to City/County Purchasing at 101 N. Main Street, Winston-Salem, NC 27101. The question period closes at 5:00 p.m. on September 9, 2026; bidders must submit technical questions via email only to Will Beck at william.beck@hdrinc.com. Bid documents, plans, and specifications are available electronically through Maryann Holbrook at HDR Engineering (maryann.holbrook@hdrinc.com). Public opening and reading of bids occur in City Hall Room 16 on September 17. The City reserves the right to reject all bids or any portion thereof and to acquire additional quantities at quoted prices. If fewer than two bids are received, the project will be re-advertised. Contact Catherine Knisley at catherinek@cityofws.org or 336-747-6939 for submission instructions.
