About this opportunity
The Petersburg Borough Sewer Authority (PBSA) is seeking sealed bids for a comprehensive Sewer Rehabilitation Project in Jefferson County, Pennsylvania, focused on investigating and potentially rehabilitating approximately 20,600 linear feet of sanitary sewer infrastructure. The project involves extensive diagnostic work, including televising equipment inspection and smoke testing to identify system weaknesses and failures across 6-inch, 8-inch, and 10-inch sewer mains. Primary project objectives include restoring structural integrity, extending service life, and reducing infiltration and inflow (I/I) within the sanitary sewer system while minimizing surface disruption and excavation. Bids must be submitted electronically via the PennBid portal by September 23, 2025, at 4:00 PM local time. Bidders are required to provide bid security in the form of a certified check, bank draft, or bid bond equal to 10% of the total bid amount, along with a completed Non-Collusion affidavit. The PBSA reserves the right to reject any or all bids, waive bid irregularities, and negotiate contract amounts, with bids potentially held for up to 60 days.
While no specific set-aside designations or restrictions on bidder types are explicitly outlined in the contract opportunity, potential vendors should be prepared to demonstrate technical capability in sewer system investigation, trenchless rehabilitation, and comprehensive infrastructure assessment. The procurement allows for competitive bidding from qualified contractors with expertise in municipal sewer infrastructure rehabilitation. Although a specific budget range is not provided, the scope of work suggests a significant municipal infrastructure investment targeting system-wide improvements. Bidders will likely need to demonstrate advanced technical capabilities in sewer line inspection, diagnostic testing, and rehabilitation techniques. The contract appears designed to solicit comprehensive solutions from experienced municipal infrastructure contractors capable of performing detailed system evaluations and implementing potential rehabilitation strategies based on the investigation findings.
