About this opportunity
Forsyth County Department of Water and Sewer (FCDWS) in Georgia is requesting proposals for sanitary sewer flow monitoring services under RFP 27-19-3320, with proposals due October 15, 2026 at 2:00 p.m. EST and the question deadline October 6, 2026 at 12:00 p.m. EST. The contract term runs January 1, 2027 through December 31, 2031 with no renewal options.
The scope encompasses approximately 640 miles of gravity sewer main and 19,400 manholes across Forsyth County's sanitary sewer collection system. The Contractor must provide equipment installation and removal, operation and maintenance, field verification, data collection and quality control, hosted web-based data management, alarming and notification, reporting, and engineering analysis. The five-year monitoring plan establishes 22 to 24 long-term flow meter sites, 8 rain gauge sites, and short-term monitoring services ranging from 12 to 84 monitor-months annually. The Contractor assumes operation of currently deployed County-owned equipment, transitions historical data onto its platform, and expands the monitoring network per the plan. All collected monitoring data remain sole and exclusive County property in exportable format. The Contractor must maintain 90 percent valid data uptime on a rolling 90-day basis, with performance adjustments applied to monthly service charges for failures within the Contractor's control.
Evaluation is 100 points: Cover Letter and Forms (Pass/Fail), Project Approach (20 points), Key Staff Experience (20 points), Firm Experience and Project References (20 points), and Cost Proposal (40 points). Proposals must achieve a minimum technical score of 42 of 60 points to advance to cost evaluation. The lowest Base Evaluation Price receives all 40 cost points, with other proposals scored proportionally. Cost proposals exclude cash allowances for County-directed contingency work and equipment purchases, which are fixed by the County; a 3 percent markup applies to documented net invoiced costs for equipment. Proposals are submitted through the EUNA Procurement portal with firm names read aloud at 2:30 p.m. EST on October 15.
