About this opportunity

The Idaho Department of Correction is soliciting sealed quotes under RFQ #1478 for wastewater and drinking water operator licensure services at three correctional facilities, with quotes due November 9, 2026 at 5:00 p.m. Mountain Time. Submission is electronic only, through IPRO, and alternative submission methods are not permitted.

Vendors serve as Licensed Responsible Charge Operators, providing regulatory oversight, compliance review, consultation, and technical guidance for drinking water and wastewater treatment systems at the South Boise Complex, Idaho State Correctional Center Complex, and Mountain View Complex, all in Kuna, Idaho. Required licenses vary by facility and include Drinking Water Distribution 2, Very Small Water System, Wastewater Treatment 1, Wastewater Collections 1, and Land Application. The vendor must maintain current licensure for the full contract period and give IDOC one year's notice if licensure will lapse. Required work includes quarterly physical inspections and reviews, communication with facility staff and regulatory agencies, and emergency consultation as needed.

Winning bidders must carry Commercial General Liability insurance of not less than $1,000,000 each occurrence, Commercial Automobile Liability insurance of not less than $1,000,000 each accident, and Workers Compensation insurance, with certificates due within ten business days of award notification. Agency-specific background checks must be passed at least one month before facility entry.

Vendors submit fully burdened annual costs for each licensure type at each facility on the Bid Schedule (Attachment 2) and complete the State of Idaho Signature Page (Attachment 3). Additional visits, emergency services beyond the bid price, and consultation exceeding one hour monthly are invoiced separately at rates agreed by both parties.

The term is one year with three one-year renewal options, for a total potential of four years. Either party may terminate with 60 days' written notice. Award is all-or-none to the responsive, responsible bidder offering the lowest total cost that meets all scope requirements. The attached Standard Contract Terms (revised September 25, 2026) bar price increases during the initial and renewal terms unless the Purchasing Authority accepts a written request with documented evidence of unforeseeable cost increases beyond the contractor's control. Questions were due October 2, 2026.
