The Missouri Department of Corrections is requesting bids for sewage sludge collection, removal, and disposal services at the Ozark Correctional Center in Fordland, Missouri, under IFB OZARK 0000000001SL-OCC, with bids due September 9, 2026 at 2:00 p.m. Preference points are available for Missouri Service-Disabled Veteran Business Enterprises (3 points), Organizations for the Blind and Sheltered Workshops (5–15 points based on participation commitment), and Missouri-based firms when quality and price are equal or better.
All vendors must be registered in MissouriBUYS with "Approved" registration status and "Spend Authorized" status in MOVERS to be considered for award. The contractor must demonstrate prior experience with sludge removal jobs equal to or larger than those specified and provide references upon request.
The scope encompasses collection and removal of a twenty-cubic-yard sludge waste container, with the Department estimating one collection per month. The contractor must collect full containers within twenty-four hours of notification and return them empty, disinfected, and deodorized. The contractor is responsible for all disposal activities in compliance with Missouri Department of Natural Resources regulations and applicable federal, state, county, and local laws. The contractor must retain ownership of the waste container, maintain it in sound working condition, and provide replacement containers at no additional cost if repairs are needed.
The original contract period runs from October 5, 2026, through October 4, 2027, with two optional one-year renewal periods under the same terms and conditions. Pricing must be submitted on a firm, fixed basis with separate line items for collection services (per collection) and disposal services (per ton). Contractors must comply with E-Verify work authorization, maintain liability insurance, undergo criminal background checks, and adhere to the Department's zero-tolerance policy for sexual misconduct. Site tours are available by appointment. Priscilla Courtney, Procurement Specialist, is the Buyer of Record at (573) 526-6590.
