About this opportunity

The Pennsylvania Department of Military and Veterans Affairs (DMVA) is soliciting bids for on-site dental services at the Southeastern Veterans Center in Spring City under an Invitation for Bids, with proposals due October 29, 2026. The contract will be awarded to the lowest responsive and responsible bidder and carries a mandatory location requirement: bidders must maintain a practice within a 20-mile radius of SEVC.

Minimum qualifications include a current Pennsylvania State Board of Dentistry license, a DEA number if applicable, and a minimum of five years' experience in dental services. Bidders must submit pricing for all line items in Appendix A and are prohibited from subcontracting any services. The awarded contractor must furnish all supplies, equipment, and sterilization materials; staff the facility with its own employees; provide a backup dentist approved by SEVC; and comply with infection control protocols, background checks, TB screening, annual staff training, and facility security procedures.

The scope includes one yearly examination and one yearly prophylaxis per resident, weekly on-site service delivery, optional as-needed services, 24-hour emergency dental services, and monthly records detailing services rendered by resident. Scheduling must be coordinated with facility staff at least one week in advance. The contractor will bill Medicare, Medicaid, and third-party insurers as primary payers, with SEVC as payer of last resort for cost-sharing amounts and uninsured residents up to Medicare/Medicaid UCR rates. The contractor must comply with the Stark Law, Anti-Kickback Statute, False Claims Act, Exclusion Statute, and provide annual attestations confirming exclusion database checks and precluded provider list reviews.

The initial contract term is three years with two optional one-year renewal periods (price increases capped at 5 percent annually). Contract terms commence upon full execution and end upon the later of complete service delivery, warranty expiration, or Commonwealth payment. Questions must be submitted in writing at least 48 hours prior to the bid due date. Bids must be submitted electronically through the Commonwealth's SRM procurement system.
