The Commonwealth of Pennsylvania's Department of Military and Veterans Affairs is soliciting bids for fresh bread and bread products to supply Southeastern Veterans Center (SEVC) in Spring City, Pennsylvania, under IFB 6100066207, with bids due July 21, 2026 at 10:00 AM. The original due date has been extended by amendment; bidders must attach the change flyer to their submissions to avoid disqualification.
The scope covers fresh, not frozen bread products in conventional loaf format, sliced and wrapped to standard grocery specifications. Bidders must specify brand and brand codes for each item offered. All products must meet federal labeling requirements under 21 CFR 101.4 and 101.9, with sliced loaves containing one-ounce slices and meeting quality standards for appearance, color, flavor, aroma, texture, and freedom from foreign material. Subcontracting is prohibited; bidders must ensure all items in Appendix A are in stock and readily available throughout contract duration.
The contract term is three years with options to renew for up to two additional one-year terms, subject to Commonwealth written notice prior to expiration. F.O.B. Destination delivery is required within 30 days of the effective date unless otherwise stated. Pricing for the initial quarter is due at bid; subsequent quarterly pricing is due by the 10th day of the last month of each quarter. The Commonwealth reserves the right to adjust prices at contract renewal using Consumer Price Index calculations on a quarterly basis, with the contractor providing at least ten days' notice prior to any increase. SEVC has limited storage and will reject deliveries exceeding quantities ordered. Payment is via Commonwealth Purchasing Card. The Commonwealth may expand service to additional State Veterans Homes under the resulting contract.
