About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB) on behalf of all state agencies and political subdivisions to establish a Master Agreement for the full line of Setina Products, including vehicle security partitions, curtains, gun locks, cargo boxes, K-9 units, and push bumpers. Vendors' written questions were due by July 1, 2022 at 10:00 AM ET, with the Commonwealth's response issued July 5, 2022, and the bid closing date set for July 12, 2022 at 1:30 PM ET. The resulting contract will have an initial one-year term from the date of award with four optional one-year renewal periods available at mutual agreement of both parties and subject to potential renegotiation of terms and conditions. Bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) eProcurement system with $0.01 entered as the unit price and actual pricing provided on a separate bid sheet as a discount percentage off the manufacturer's suggested retail price (MSRP). Vendors must also provide a not-to-exceed hourly cost for installation and repairs with no trip charges assessed. Evaluation will be conducted on a best value basis using measurable criteria weighted as follows: Price/Discount Percentage (75 points) and Installation Price (25 points). All bidders must be registered in the Commonwealth eProcurement System prior to submission, submit required affidavits and tax documentation, and comply with all applicable state and federal regulations including EEO requirements, accessibility standards, and nondiscrimination provisions.

Kentucky resident bidders receive reciprocal preference equal to preferences given by other states, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies receive additional preferences of 20 or 15 percent respectively. The Commonwealth will pay freight charges on submitted bills of lading with shipping on an FOB Destination prepaid basis. Pricing shall remain firm for sixty days after the bid due date, with price increases permitted only after twelve months based on industry-wide changes with written justification. All state agencies, political subdivisions including cities, counties, and school districts are eligible to utilize the resulting Master Agreement contract. No incumbent vendors or current contract values were identified in the solicitation documents.
