About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) solicitation for Dynamic Message Sign (DMS) signs, replacement parts, technical support, and warranty services from SES America, Inc. The procurement is targeted at maintaining the St. Louis District's Intelligent Transportation System (ITS), which is controlled by the Advanced Transportation Management System (ATMS) software. MoDOT currently owns 7 SES America Color DMS boards and requires parts and repairs for these boards over their expected 15-year lifespan. The solicitation (Number SFS605SL25000045) is open from July 10, 2024, to July 17, 2024, with a contract period from July 17, 2024, to July 16, 2025. Evaluation criteria include compliance with specifications, vendor responsibility, and pricing, with MoDOT reserving the right to reject any and all bids. Vendors must submit electronic responses through the MissouriBUYS eProcurement system, and pricing will be thoroughly evaluated to ensure the lowest and best bid meets all mandatory requirements.

The solicitation is designated as a single feasible source procurement, effectively restricting the contract to SES America, Inc. due to the proprietary nature of the equipment and the need to maintain warranty validity and system compatibility. While the solicitation is technically open to all vendors, alternative vendors must demonstrate their ability to provide fully compatible products and services. The procurement encourages minority business enterprise (MBE) participation at 10% and women business enterprise (WBE) participation at 5%, though these are not mandatory requirements. The existing infrastructure includes 7 SES America Color DMS boards integrated with the ATMS software, which requires precise technical synchronization. No specific total contract value is mentioned in the documents, but the procurement covers parts and repairs for the boards over their 15-year expected lifecycle. Vendors must provide adequate liability insurance with the Missouri Highways and Transportation Commission (MHTC) and MoDOT listed as additional insureds, and comply with applicable state and federal laws and regulations.
