About this opportunity
The Maryland Department of Health, Office of Contracts Management and Procurement is requesting bids for laboratory services at Springfield Hospital Center in Sykesville under IFB OCMP-26-25349, with bids due August 31, 2026 at 2:00 p.m. (extended from August 17 by Addendum #2). This is a single-award procurement. A Small Business Reserve designation was in place but has been removed by Addendum #2; bidders should confirm current eligibility requirements with the Procurement Officer.
The contractor must provide comprehensive laboratory testing services including routine and STAT specimen collection, testing, and transportation; quality assurance programs; and technical support. Required qualifications include CLIA certification, current medical laboratory licensure, and CAP certification or Joint Commission accreditation. The contractor must supply an on-site centrifuge with 50-specimen daily capacity and all laboratory supplies and equipment. Routine specimen pickup occurs Monday through Friday between noon and 2:30 p.m.; STAT coverage is 24/7. Reporting timelines require 24 hours for routine tests, 4 hours for STAT tests, and one hour for critical/panic values.
Pricing is structured in three tiers: Tier One tests with firm fixed prices, Tier Two tests at 65 percent of the contractor's standard laboratory test schedule, and up to ten Tier Three tests designated as rare and volatile. All costs—labor, supplies, equipment, training, quality assurance—must be incorporated into unit test prices. The bid form specifies test quantities ranging from single digits to thousands annually across multiple test categories. The contract term is one year with one optional six-month renewal period.
The contractor must maintain $1 million commercial general liability and $1 million workers' compensation insurance, with the State listed as additional insured. HIPAA compliance, a Business Associate Agreement, and a Data Use Agreement are required. The pre-bid conference is scheduled for August 31, 2026 at 2:00 a.m. (revised by Addenda #1 and #2). Written questions are due August 7, 2026 at 2:00 p.m. Acknowledgment of receipt of Addendum #2 must be submitted via email and hardcopy to Procurement Officer Calvin T. Johnson.
