About this opportunity
The Texas Water Development Board (TWDB) is issuing a Request for Qualifications (RFQ) for the award of services contracts to assist small water and wastewater systems by creating comprehensive plans for managing their systems in a financially and technically sustainable manner. The Project will involve evaluating water and/or wastewater systems and creating asset management plans along with other management tools, which are intended to become the planning basis for the system's immediate and long-term service needs and goals. TWDB is seeking qualifications from business entities, not limited to engineering firms, that demonstrate the ability to complete the Project within the applicable guidelines. Responses must be submitted by October 18, 2023, at 5:00 PM. TWDB intends to select multiple contractors and place them on a pre-qualified list, from which participating systems will request a contractor for TWDB's consideration. The initial contract term will begin upon execution and end on August 31, 2026, with an option to renew for up to two additional one-year periods.
The total contract value will not exceed $2,000,000, split among 20 projects, with a maximum cost of $100,000 per project. Contractors may be awarded up to four projects. There is no financial match requirement for the participating systems, but they will be required to contribute 80 hours of staff time. TWDB may reduce or waive the contribution requirement if it determines it would constitute a hardship. HUB subcontracting plans are required even if the respondent does not plan to subcontract. The RFQ does not have a required HUB percentage, and digital signatures are accepted.
