About this opportunity
The City of Portland Housing Bureau's Rental Services Office is requesting proposals for an Eviction Legal Defense and Right to Counsel Pilot Program to deliver legal representation, pre-filing diversion, in-court support, case management, and financial assistance coordination for tenants at risk of eviction in Portland and, as directed by the City, Multnomah County outside Portland, with proposals due September 9, 2026 at 12:00 p.m. Pacific Time. The City anticipates making multiple awards and coordinating among proposers to establish a comprehensive program. An optional pre-proposal meeting is scheduled for August 12, 2026 at 10:00 a.m. via Microsoft Teams.
Proposers must apply as individual organizations but may reflect subcontracting or partnership arrangements. Legal services and financial assistance coordination are mandatory service components; in-court support, case management, outreach, and program intake are optional. All attorneys providing legal representation must be licensed to practice in Oregon. Contractors must be prepared to handle all case types, including nonpayment of rent, provide guaranteed representation to eligible tenants in designated Right to Counsel geographies if directed by the City, and operate within a City-coordinated intake and referral structure.
The estimated contract value is up to $2.5 million per year for each awardee, with a one-year initial term and up to four annual renewal options subject to budget adjustments. The scope includes tracking client information in the Community Services database system, submitting quarterly data and reports, participating in monthly coordination meetings, and responding to program modifications as directed during the contract term.
Proposals are limited to 15 pages and must include pricing broken down by service component with projected service metrics (intakes processed, households receiving brief advice, households receiving full representation, pre-filing diversion rates, and estimated favorable outcome percentages). Evaluation criteria are response to functional and technical requirements (10%), proposer capabilities (25%), project team (10%), project approach (30%), pricing (10%), and corporate responsibility (15%). Additional points are available for COBID subcontracting utilization (up to 8 points with a 20% aspirational goal), workforce diversity and community involvement (3%), and sustainable business practices (2%). Questions are due September 2, 2026 to Xylia Guzman Torres, Senior Procurement Specialist.
