About this opportunity

The City of Middletown, Connecticut is requesting sealed bids from licensed qualified electrical contractors to provide a three-year maintenance service agreement for all city-owned traffic and pedestrian signals, with bids due October 6, 2026. A local-vendor preference applies under City ordinance: bidders based in Middletown within 10 percent of the lowest bid may match the low price.

The scope covers 38 traffic and pedestrian signal locations plus up to 10 rectangular rapid-flashing beacons. The contractor must conduct site inspections of all signal locations prior to bid submission and provide two semi-annual full-function inspections and two semi-annual visual inspections of every traffic signal annually. Routine service calls require response within 24 hours; emergency calls require 45-minute response. The contractor must maintain an inventory of replacement parts, provide written inspection and maintenance reports within ten days of each quarterly inspection, and maintain service logs documenting all work performed. Contractors must possess a minimum of two years' experience maintaining traffic light systems and documented ability to operate and maintain PEEK 3000 TS1/TS2 controllers and PEEK M3000 Series On-Street Masters. Qualified low bidders without current certification have three months from award to obtain required certifications.

The contract term runs November 1, 2026 through October 31, 2029, with pricing structured as fixed unit pricing per quarter. Replacement parts under $250 are included in base maintenance; major components over $250 are compensated at contractor cost plus a quoted markup percentage. Separate line items cover regular repair services (8:30 a.m. to 4:30 p.m.), emergency repair services (evenings, weekends, holidays), and aerial lift truck hourly rates. Contractors must hold pricing firm for twelve months and provide prepayment discount options if available. Insurance requirements include general liability ($1,000,000 each occurrence), auto liability ($1,000,000 combined single limit), workers' compensation at statutory limits, and umbrella coverage ($1,000,000). Questions are due September 24, 2026 by 12:00 p.m. The contract may be renewed based on performance evaluation by the Police Chief.
