About this opportunity
Gainesville Regional Utilities (GRU) is requesting proposals for the installation of a high-security perimeter fence at the Serenola Substation in Gainesville, Florida, with proposals due July 2, 2026 and a mandatory pre-bid meeting on June 8, 2026 at 1:00 p.m. at the substation (4303 SW 40th Boulevard, Gainesville, FL 32608).
The scope encompasses approximately 1,150 feet of 7-foot galvanized chain-link fencing (9-gauge or larger) along the forward-facing property boundary with an 85-foot setback from SW 40th Boulevard; two 20-foot-wide heavy-duty swing-style industrial gates with high-security hardware; seven "No Trespassing" signs; and bottom tension wire anchors. The critical technical requirement is comprehensive grounding and bonding to the substation ground grid per IEEE 80-2013 standards. The selected vendor must have documented experience in energized utility environments, expertise in physical security standards, and the ability to execute precise grounding and bonding protocols while maintaining strict safety standards. Site survey and utility underground marking (811 notification), permit preparation and filing, clear zone verification, and complete waste removal are included. All labor shall be warranted for a minimum of one year, with materials covered under manufacturer's warranty.
The contractor must provide a 5 percent bid bond payable to the City of Gainesville d/b/a Gainesville Regional Utilities, and performance and payment bonds equal to 100 percent of the contract price. Commercial General Liability coverage of $1 million, Automobile Liability of $500,000, and Workers Compensation at statutory limits are required, naming GRU as certificate holder and additional insured. The vendor must comply with NERC CIP security standards, e-Verify requirements, and conduct background checks and drug screening for all employees prior to work commencement.
Questions are due June 22, 2026 at 4:00 p.m. via the GRU e-Procurement Portal. Evaluation criteria include price, electrical grounding quality, hardware durability and specifications compliance, vendor performance and public utility experience, and vendor safety record. The Notice of Intent to Award will be issued by July 17, 2026. Proposals must remain valid for 60 calendar days from the due date, and the successful respondent must execute the contract within 15 calendar days of award notice.
Opportunity text
This project involves the installation of a high-security perimeter fence at the Serenola Substation to establish a robust physical deterrent against intruders and trespassers. While the interior electrical equipment is already secured by an existing enclosure, this new installation will encompass the broader property boundary, creating a secondary layer of defense as part of our critical infrastructure protection strategy. The goal is to harden the site's outer perimeter while ensuring the operational continuity of Alachua County's power grid.
The installation requires approximately 7-foot high chain-link fabric. A critical component of the scope includes the installation of two 20-foot-wide custom gates positioned on either side of the substation. These gates must be engineered with an 85-foot setback from the road to allow for safe vehicle queuing and will be secured using heavy-duty industrial padlocks.
We are seeking a vendor with documented experience in energized utility environments and a strong understanding of physical security standards. The selected partner must demonstrate the ability to execute precise grounding and bonding protocols and maintain strict safety standards throughout the construction phase. This project represents a vital investment in our 10-year capital plan and offers a premier opportunity for a quality vendor to support the long-term resilience of regional utility infrastructure.
